The base design is fine, a vampire survivors clone is bound to be fun anyway, but you have one major problem and one flaw that's not a huge deal.
the major problem is that you don't handle input between states elegantly. if I'm moving left and the level up screen opens I scroll left before I've even hit anything, and if I hit enter with multiple level ups queued I can accidentally select stuff without knowing what it is, because enter is eaten by both screens at once.
the not a huge deal is that the game is too easy, which is pretty much entirely because the level requirements don't ramp up enough to make leveling up harder as time goes on, so it's easy to get more upgrades than you need for a later level. if you look at other surivorlikes you'll notice that towards the end it becomes a scramble to get enough XP to keep up- that's the endgame loop that makes it fun instead of a stomp. PS it's hard to write on this background, I can't see my own text. unless it's over a black area.
